Bowles, Planner II 245-2577 <br />Craig Benedict, Director 245-2575 <br />PURPOSE: To receive formal recognition from the FEMA National Flood Insurance Program <br />(NFIP) Community Rating System (CRS), through the State of North Carolina Department of <br />Emergency Management, with the presentation of a plaque designating that Orange County has <br />achieved a CRS rating of 8. <br />BACKGROUND: As part of ongoing floodplain management efforts, Orange County is a <br />participant in the CRS program. This program provides potential savings to local residents on <br />flood insurance premiums through the County's adherence to certain programmatic <br />requirements and guidelines. The oversight of these guidelines is enhanced by the close <br />coordination between planning, erosion and stormwater control, building and internal Planning <br />GIS resources. The County therein benefits from ensuring that new structures are not placed <br />within these special flood hazard areas. <br />As a result of achieving the CRS rating of 8, and through staff's ongoing work performance, <br />effective October 1, 2011 existing flood insurance premiums for structures located within the <br />Special Flood Hazard Area (SFHA) Overlay District are subject to a ten (10) percent discount. <br />Any new flood insurance premiums written for existing structures within the SFHA are also <br />subject to the ten (10) percent discount. <br />Mr. John Gerber, the~State National Flood Insurance Program Coordinator, or his representative <br />will be presenting the plaque on behalf of FEMA to the Board of County Commissioners. <br />FINANCIAL IMPACT: Planning staff has determined that continued floodplain management <br />efforts, including participation within the CRS program, will not create additional workload <br />demands and that continued participation within the program can be managed through existing <br />allocated resources. <br />RECOMMENDATION(S): The Manager recommends the Board accept the award from the <br />National Flood Insurance Program Community Rating System representative. <br />
