The question is what would be an equitable distribution <br />for both entities to pay for the infrastructure. A lot of transportation officials and County staff <br />got together and assessed this. There is a pretty even split on the ridership. The compromise <br />was that Orange County would pay for the investment that was in Orange County or within the <br />13 <br />
