The question was asked by staff as to how far back the Board wanted to go.
She asked for feedback.
Commissioner Jacobs said that a reasonable approach would be sufficient.
Chair Pelissier made reference to petitions and said that there have been petitions that
have come up at other times and from the public, and the Board did respond. As far as
procedures, the public needs to know which petitions are responded to and how.
Commissioner Yuhasz said that he would want to have more guidance on annual
reports and how far to look back.
Commissioner Hemminger suggested setting a parameter of 10 years.
Clerk to the Board Donna Baker said that this will take some time, whatever
parameters there are.
Frank Clifton said that part of the problem is that Board discussion incorporates
comments about annual reports, but it is not incorporated in the action of the Board.
Commissioner McKee said that his concern is the amount of time this will take for staff
to do and whether it is going to be efficient and effective.
Commissioner Yuhasz suggested a date of July 1, 2005 to start the search for reports.
A motion was made by Commissioner Yuhasz, seconded by Commissioner McKee to
start the search of reports requested by the Board at July 1, 2005.
VOTE: UNANIMOUS
Chair Pelissier suggested that the Board keep a list of reports going forward so that
there is a document and no research is needed.
Chair Pelissier summarized the information from the last Triangle J Council of
Government's Mayors and Chairs meeting. She made reference to the issue of fracking and
said that Orange County should follow this because it has a vested interest in the water supply
for this region. The General Assembly has commissioned a study of fracking because right
now fracking is not legal in North Carolina. There is consideration about whether this would be
allowed and under what circumstances. She wants to closely follow this.
14.
