APPROVED 12/5/2011 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> October 18, 2011 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, <br /> October 18, 2011 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Bernadette Pelissier and Commissioners <br /> Valerie Foushee, Barry Jacobs, Pam Hemminger, Earl McKee, and Steve Yuhasz <br /> COUNTY COMMISSIONERS ABSENT: Alice Gordon <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Gwen Harvey, <br /> Interim Assistant County Manager Michael Talbert and Clerk to the Board Donna S. Baker (All <br /> other staff members will be identified appropriately below) <br /> Chair Pelissier said that Commissioner Gordon is unable to attend tonight's meeting <br /> because she is out of town. <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Additions or Chanqes to the Aqenda <br /> The lavender sheet was additional information for item 7-a, North Carolina Tomorrow <br /> Comprehensive Economic Development Strategy (CEDS) for Orange County as Part of the <br /> Seven County Triangle J council of Governments. <br /> There was also a letter related to item 7-b, Orange-Alamance Boundary Line '9%' <br /> Adjustment Action. <br /> PUBLIC CHARGE <br /> The Chair dispensed with the reading of the public charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Aqenda (THREE MINUTE LIMIT PER SPEAKER— <br /> Written comments mav be submitted to the Clerk to the Board.) <br /> Petitions/Resolufions/Proclamations and other similar requests submitted by the <br /> public will not be acted upon by the Board of Commissioners at the time presented. <br /> All such requests will be referred for Chair/Vice Chair/Manager review and for <br /> recommendations to the full Board at a later date regarding a) consideration of the <br /> request at a future regular Board meeting; or b) receipt of the request as information <br /> only. Submittal of information fo the Board or receipt of information by the Board <br /> does not constitute approval, endorsement, or consent. <br /> b. Matters on the Printed Apenda <br />
