10 <br /> <br /> s <br />~~ <br />,;;; ,.~. <br /> -,~: <br />,~ ' <br />~ ~`` <br /> ~ <br />~ <br />CITY SCH <br />,~-_ ~: QQLS <br />~ How Orange County's 1/4 Cent Sales and <br /> Use Tax Impacts Your Schools <br /> The North Carolina General Assembly has granted county government the authority to levy, <br /> subject to voter approval, an additional one-quarter cent (1/4¢) County Sales and Use Tax, which <br /> lessens the counties' reliance on property taxes. If voters approve the sales and use tax, the alloca- <br /> tion percentages will be in effect for ten years. <br /> At the general election on November 8, 2011, Orange County voters will have the opportunity <br /> to vote "For" or "Against" the one quarter (1/4¢) cent sales and use tax. <br /> Schools will receive 50 percent of the funding allocated in an equitable manner between the <br /> County's two school systems for the dedicated purpose of facility improvements at "older" schools <br /> within all of Orange County and the procurement of technology. Each school system will establish <br /> a list of prioritized needs for older schools within the County. <br /> To begin, Chapel Hill-Carrboro City Schools' potential uses in the first five years are: <br /> • Mobile comguter carts for classrooms purchased to provide a 2:1 ratio (one mobile cart for <br />every two classrooms to shaze) to all schools. This initiative supports technology integration <br /> into the curriculum, student engagement and the new state-mandated on-line assessments. <br /> • Energy efficient lighting improvements for classroom and public areas at FPG, Seawell, Cul- <br /> breth, Phillips and Chapel Hill High. <br />• HVAC improvement to install efficient hot water systems in Building C and D at Chapel Hill <br /> High. <br /> • HVAC improvement for a new heating and cooling system with humidity controls at Lincoln <br /> Center. <br /> <br />`~ • Kitchen equipment replacement for more efficient walk-in freezers and refrigerators at Caz- <br /> rboro Elementary, Estes Hills, Glenwood, Culbreth and Phillips. <br />~ ~ Sidewalk replacements to address safety hazards at Glenwood, FPG and Chapel Hill High. <br /> <br /> Continuing for the next five years, the potential uses are: <br /> • Science facilities updated in eight of Phillips' classrooms. <br /> • Abatement to remove asbestos from floor file at Phillips. <br /> • Sidewalk replacement to address additional safety hazards at Carrboro Elementary, Estes <br /> Hills, Seawell, Culbreth and Chapel Hill High. <br /> • HVAC improvements to replace duct distribution and install new efficiency controls at Cul- <br /> breth. <br /> • Lighting improvements to continue at Culbreth, Phillips and Chapel Hill High. <br /> • HVAC digital control systems added at Carrboro Elementary, Ephesus, Estes Hills, FPG, <br /> Glenwood and Phillips to improve energy efficiency. <br /> • Lighting and acoustics upgrades at Carrboro Elementary. <br /> Without the 1/4 of a penny sales tax, property taxes will be the primary funding source available <br /> for technology and building improvements in schools and for economic development. <br />
