Most documentation had been transmitted as work was completed, but the proposed Board <br />action will finalize a complete and comprehensive transfer of documentation and ownership. <br />The City of Mebane will update its utility program to include these facilities. <br />Attachment 1a is the `Engineer's Certification' that was signed by the now retired County <br />Engineer, Paul K. Thames. Attachment 1 b is the `Engineer's Certification' for Michael <br />Hammersley. <br />Attachment 2 is the document from the City of Mebane that signifies the transfer of utilities. A <br />separate document will be prepared to transfer fee simple ownership of the .743 acre sewer lift <br />station parcel which was subdivided from the larger school parcel during school development. <br />The County Attorney will prepare the document for this aspect. <br />Attachment 3 is the Bill of Sale document that in essence transfers the physical facilities to the <br />City of Mebane. <br />Attachment 4 is an area map that shows the location of the facilities between Gravelly Hill <br />Middle School and Eurosport Soccer Center and the Petro Truck Stop. <br />Attachment 5 consists of existing easement documents that were created between the Orange <br />County Board of Education and Orange County Board of Commissioners as the site developed <br />in a joint master plan including the school and soccer center. <br />This will be a standard transfer process and practice as future facilities are constructed and <br />closed out in this service agreement area. The 2004 agreement is in the process of being <br />amended to include additional areas and will be presented to the Board of Commissioners next <br />year. <br />FINANCIAL IMPACT: These facilities were paid for in prior fiscal allocations between 2005 and <br />2010. The value of this capital was approximately $1.7 million. The County also paid over <br />$100,000 for design services and other soft costs. The County Attorney and other staff will be <br />responsible for specific documents noted in the abstract. <br />Additional capital was also expended as part of the Gravelly Hill Middle School and Eurosport <br />Soccer Center utility project. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1. Authorize the Chair to approve the transfer of ownership for water and sewer facilities to <br />the City of Mebane; and <br />2. Authorize the County Attorney to prepare easements and a real property deed transfer <br />for Chair signature as approved by the BOCC. <br />
