Chart Depicting LOS, Capacity, <br />Membership, and Membership Increases <br />INFORMATION CONTACT: <br />Shannon Berry, 245-2589 <br />Craig Benedict, 245-2575 <br />PURPOSE: To consider approval of November 15, 2011 membership and capacity numbers <br />for both school districts (Orange County and Chapel Hill-Carrboro City Schools) which will be <br />used in developing 10-year student membership projections and the 2012 SAPFO Technical <br />Advisory Committee (SAPFOTAC) Report. <br />BACKGROUND: In accordance with the Schools APFO MOUs (Memorandum of <br />Understanding), the Board of County Commissioners approve the school districts' November <br />15th membership and capacity numbers within 15 days after receiving the numbers from the <br />school districts. Both Orange County Schools and Chapel Hill-Carrboro City Schools submitted <br />their membership and capacity numbers in accordance with the MOUs. As per the MOUs, this <br />step of the SAPFO process entails only the approval of the student membership and capacity <br />numbers. <br />The SAPFOTAC, comprised of representatives of both school systems and the Planning <br />Directors of the County and Towns, is tasked to produce an annual report for the governing <br />boards of each Schools APFO partner. The full annual SAPFOTAC report, which will include <br />10-Year student membership projections, will be completed in early 2012. At the November 15, <br />2011 meeting, the Board began activities to support SAPFO conditions noted in last year's <br />report regarding Chapel Hill/Carrboro Elementary School #11. Additionally, the CAPS <br />(Certificate of Adequate Public Schools) system is updated with actual membership and <br />capacity figures after the BOCC approves the information submitted by the school districts. <br />The chart in Attachment 2 shows the Capacity and Membership for each school level in both <br />school districts and the increase (or decrease) over the November 15, 2010 membership.
