Crayton, 245-2735 <br />PURPOSE: To consider appointment of Linda Jaubert, Bernice Gwynn, Valerie Curry, and <br />Bobbie Underwood as Deputy Tax Collectors for two year terms, effective July 1, 2011 through <br />June 30, 2013. <br />BACKGROUND: Chapter 105-349(f) of the North Carolina General Statutes requires the Board <br />of County Commissioners to appoint deputy collectors "for a term to be determined by the <br />governing board". The statute reads "a deputy tax collector shall have the authority to perform, <br />under the direction of the tax collector, any act that the tax collector may perform unless the <br />governing body .appointing the deputy specifically limits the scope of the deputy's authority". <br />Therefore, the deputy tax collectors' work will continue to be performed under the direction of <br />the tax administrator with precise guidelines that exist. <br />The continued success of the Revenue office staff as a whole is evident in the outstanding <br />collection rates that have been attained for several years. The County has ranked in the top 5% <br />collected out of the 100 North Carolina counties over the last 11 years. <br />FINANCIAL IMPACT: None <br />RECOMMENDATION(S): The Manager recommends that the Board appoint Linda Jaubert, <br />Bernice Gwynn, Valerie Curry, and Bobbie Underwood as Orange County Deputy Tax <br />Collectors for two year terms effective July 1, 2011 through June 30, 2013. The <br />recommendation was made at the Board's August 17, 2010 meeting (item 4 j) to change the <br />deputy tax collector appointments to align with the Tax Collector appointment beginning in <br />Fiscal Year 2011-2012. <br />
