50 <br />2. Analysis <br />This area is within Orange County WASMBPA primary utility service area. <br />This area is within City of Durham's UGB. <br />This area can be served by an existing utility service agreement with the City of <br />Durham that can be extended to this area because of topographic sewershed. The <br />Eno Small Area Plan (SAP) anticipated urban/suburban densities in this area. Many <br />existing Mobile Home Parks are in the area at higher densities than typical non-public <br />sewered areas creating a fragile yet important housing segment. Some parks have <br />marginal private septic systems that could be prone to failure at such densities and <br />limited soils percolation. This area is adjacent to the Eno ED zone which primarily <br />supports non-residential and could provide an adjacent residential component for the <br />urban transition work force. <br />3 <br />Comprehensive Plan Linkage (i.e. Principles Goals and Obiectivesl <br />ED-1.2 <br />Form partnerships both within and outside the County to create a stronger business <br />climate and market the changes to existing and potential employers. <br />ED - 2.1 <br />Encourage compact and higher density development in areas served by water and <br />sewer. <br />ED - 2.2 <br />ED - 2.5 <br />ED - 2.6 <br />ED - 2.7 <br />ED - 2.10 <br />ED - 3.5 <br />Ensure that County workers and those preparing for the workforce have access to <br />transportation, childcare, elder care, and affordable housing. <br />H - 1.5 <br />Ensure that a variety of housing types can be .developed throughout the County in a <br />sustainable manner that locates housing near employment centers and commercial <br />centers and that efficiently uses existing and planned public services. <br />H-3.3 <br />Expand assistance in the retrofitting, repair, and maintenance of existing homes <br />owned by financially challenged households, particularly those that are senior <br />citizens. <br />H - 4.1 <br />Continue to permit HUD code-compliant manufactured housing as a form of <br />affordable housing in the County. <br />LU - 1.1 <br />Coordinate the location of higher intensity /high density residential and non- <br />residential development with existing or planned locations of public transportation, <br />commercial and community services, and adequate supporting infrastructure (i.e., <br />water and sewer, high-speed Internet access, streets, and sidewalks), while avoiding <br />areas with protected natural and cultural resources. This could be achieved by <br />increasing allowable densities and creating new mixed-use zoning districts where <br />adequate public services are available. <br />2 <br />
