32 <br />initiated an amendment to the UDO to establish a new conditional zoning district, <br />specifically the Rural Economic Development Area (REDA-CZ). <br />2. Analysis <br />The REDA concept was first advocated in the NC Highway 57 Speedway Area Small <br />Area Plan, which was adopted by the BOCC on August 21, 2007. <br />The proposed text amendments are meant to incorporate recommendations from the <br />adopted small area plan into the UDO and create the REDA zoning designation. <br />', The REDA construct will be universally applied to any area of the County where, <br />through the small area planning and adoption process, such a district is <br />'recommended. <br />3. Comprehensive Plan Linkage (i.e. Principles, Goals and Obiectivesl <br />Several adopted small area plans are discussed in the Comprehensive Plan, <br />including: <br />1. The 1991 Efland Area Study, <br />2. Stoney Creek Basin Small Area Plan, <br />3. Efland-Mebane Small Area Plan, and <br />4. NC Highway 57 Speedway Area Small Area Plan. <br />Small area plans allow the goals and objectives of the Comprehensive Plan to be <br />'focused on a specific area or neighborhood. This process provides a foundation for <br />improving the Comprehensive Plan to facilitate needed changes, such as with the <br />NC Highway 57 Speedway Area Small Area Plan report put forth the construct of <br />Rural Economic Development Area conditional zoning. <br />"!
