26 <br />SECTION 7. This act becomes effective July 1, 2011, but the provisions of <br />Sections 1 through 4 of this act, to the extent they effect a change in existing law, shall not <br />apply to litigation pending on that date. Upon the effective date, any ordinance provision that <br />is inconsistent with the provisions of Section 5 of this act shall be void and unenforceable. <br />In the General Assembly read three times and ratified this the 17~' day of June, <br />2011. <br />s/ Walter H.
