16 <br />_. <br />various watershed overlay districts. <br />'' The State is in the process of adopting new regulations for properties within the <br />Neuse and Jordan Lake river basins, which includes revised impervious surface area <br />limitations for all watershed overlay districts. <br />An area of concern is the State's proposal to modify the allowable impervious surface <br />area for properties located within the Upper Eno Protected Watershed from the <br />current maximum allotment of 70% to 30%. Staff has developed a proposed <br />amendment that we believe will still allow current levels of development within the <br />various urbanizing areas of the County, as denoted on the adopted Growth <br />Management Systems map, while complying with the intent of the new regulations. <br />j Staff has submitted proposed language to the State for review. As of this date we <br />!have not received any response. The proposed Ordinance amendment incorporates <br />the State's required modifications and includes additional language to further defirie <br />'' the area(s) where high intensity development is allowed. <br />1. Analysis <br />The amendment is necessary to incorporate recent modifications to State law <br />concerning changes to regulations governing development within the Neuse and <br />Jordan Lake river basins as well as incorporate modifications to impervious surface <br />limitations allowed within the various watershed overlay districts as proposed by the <br />State. <br />2. Comprehensive Plan Linkage (i.e. Principles, Goals and Objectives) <br />__. <br />This is a house keeping item in order to ensure local regulations are compliant with <br />State standards. <br />Allowing for higher impervious surface within delineated areas of the County is <br />supported in the following portions of the Comprehensive Plan: <br />1. Objective LU-1.1: <br />Coordinate the location of higher intensity /high density residential and non- ',' <br />residential development with existing or planned locations of public '' <br />transportation, commercial and community services, and adequate supporting <br />infrastructure (i.e., water and sewer, high-speed Internet access, streets, and <br />sidewalks), while avoiding areas with protected natural and cultural resources. <br />This could be achieved by increasing allowable densities and creating new <br />mixed-use zoning districts where adequate public services are available.
