ORANGE COUNTY, 1WRTH CAROLINA <br />STRATEGIC R.ANNING <br />The County fire, rescue, and emergency service providers have operational <br />plans, policies, and mutual aid protocols. However, there is no County-wide strategic <br />plan for fire, rescue, and emergency services. <br />OPPORTUNITIES FOR THE FIRE, RESCUE, AND EMERGENCY SERVICES <br />The opportunities to strengthen the fire, rescue, and emergency services <br />system are discussed below <br />ADMINISTRATIVE SUPPORT FOR 1~OLUNTEERS <br />There are several opportunities to ease the administrative burden on the <br />County's volunteer fire agencies. In the past, the County agencies have participated <br />in joint services, such as annual ladder testing. The expansion of this concept to <br />include pump testing, personal protective equipment, radio equipment, technology, <br />energy, insurance services, and other common types of commodities will tend to <br />lower overall costs, standardize operations, and ease the administrative burden on <br />volunteer personnel. The County could also assist volunteer agencies with various <br />personnel related matters, such volunteer recruitment and retention programs. <br />COORDINATION OF RESOURCES <br />The volunteer fire departments have personnel with a range of skills. The fire <br />departments should discuss creative solutions to fire, EMS, and inspection services <br />problems. <br />IMPROVED FMSRESPONSE <br />The County fire departments and the rescue squad have a variety of <br />resources. The Department of Emergency Services, fire departments, and the rescue <br />squad should work with the Medical Director to explore more effective use of <br />resources. Nontraditional approaches to providing services should be explored by the <br />County and the fire departments. <br />SYSTEMATIC DATA ANALYSIS <br />A detailed analysis of fire, rescue, and emergency services response capability <br />should be initiated. The analysis requires new software capability. Focused data <br />analysis would identify specific service problems, by type of service, by time of day, <br />or day of week.
