Volunteer recruitment efforts have not been successful. <br />Exhibit 50 shows the number of fire and emergency medical incidents from <br />2007 through 2009. Seventy-one percent of the department's responses were EMS <br />related (first responder services); 6.1 percent were fire related; 22.9 percent were <br />for all other calls. These data indicate that the number of fire department responses <br />has been relatively stable during the last three years. The data indicate that the fire <br />department averaged 1,730 responses over the last three years.
