ORANGE COUNTY, 1bbRTH CAROLINA <br />EXHIBIT ~ 6 <br />NFPA 1 71 O RESPONSE TIME OBJECTIVES AND STAFFING <br />Fire Department Response rme Objectives <br />STANDARD NFPA 1710 SECTION <br />Turn- out time shall be one minute (60 seconds) maximum. Section 4.1.2.1.1 (1) <br />Four minutes (240 seconds) or less for the arrival of the first arriving Section 4. 1.2.1.1 (2) <br />engine company at a fire suppression incident and/or eight minutes (480 <br />seconds) or less for the deployment of a full first- alarm assignment at a <br />fire suppression incident.* <br />Four minutes (240 seconds) or less for the arrival of a unit with first Section 4.1.2. 1.1 (3) <br />responder, or higher, level capability at an emergency medical incident.* <br />Eight minutes (480 seconds) or less for the arrival of an advanced life Section 4.1.2.1.1 (4) <br />support unit at an emergency medical incident, where this service is <br />provided by the fire department.* <br />* These response time performance objectives shoo/d be achieved at /east 90 percent of the time. <br />Fire DepartmentSta~ng Requirements <br />STANDARD NFPA 1710 SECTION <br />Each fire company must have an officer. Section 5.2.1.2.2 <br />A chief level officer must respond to all full alarms. Section 5.2.1.2.3 <br />Engine companies must be staffed with a minimum of four firefighters. Section 5.2.2.1.1 <br />Ladder companies must be staffed with a minimum of four. Section 5.2.2.2.7 <br />The initial full- alarm assignment shall consist of 14 individuals, or 15 if <br />an aerial ladder has responded. Section 5.2.3.2.2 <br />NFPA 1710 also states that the number of on-duty fire suppression personnel <br />in excess of 14 or 15 shall be comprised of the numbers necessary for firefighting <br />performance relative to the expectedfzrefightmgconditions.
