CTA Communications <br />Orange RaCE Test Report <br />4.0 Recommendations <br />Based upon the test results, it is CTA's opinion that Orange County should not rely on the <br />VIPER system as its sole means of public safety communications until the County has <br />had further time to analyze the coverage test data and the conditions that caused the <br />observed anomalies. Operation on this system should be better understood, together <br />with the proper programming of radios and determining of how to utilize the "roaming" <br />feature between towers as well as discussions with the radio vendor to look at the <br />hysteresis levels of the radios and determine if the affiliation settings can be optimized to <br />insure that the maximum chance of successful communication is realized and that these <br />changes result in performance levels that will satisfy Orange County coverage <br />requirements. <br />- 8 - MMM I ;fit <br />
