Orange County Emergency Management, North Carolina <br />Final VIPER Anal sis Re ort Au ust 20, 2004 <br />The long-term cost of leased circuits tend to exceed the cost of an owned <br />and maintained microwave link within approximately ten years. <br />Backup RF Control Stations <br />In addition to normal connection to the Zone Master, separate backup <br />radios at each console operator position are recommended. These radios <br />will be used to provide backup in the event of console failure, failure of <br />the telecommunications link for consoles and if the sites revert to Site <br />Trunking Mode. <br />Normal Operation <br />In normal operation, telecommunicators communicate with field units via <br />the VIPER network through a direct link to the VIPER Zone Master. <br />Telecommunicators will have control and monitoring capability of VIPER <br />talk groups and conventional radio channels remaining in service after <br />VIPER is implemented in the county. <br />Site Trunking Mode <br />Site Trunking mode is the result of a failure of the link between a radio <br />site and the Zone Master site in Raleigh. The affected site supports local <br />calls but not wide-area calls. In Site Trunking mode, the direct connected <br />consoles cannot communicate with field units on that site. <br />Backup radios should be installed at each dispatch operator position <br />programmed with all sites providing radio coverage for Orange County <br />units to allow direct access to a VIPER site operating in Site Trunking. <br />The backup radios must be connected to an antenna system to permit <br />accessing all of the sites supporting Orange County. Telecommunicators <br />will then have the ability to select a site in Site Trunking mode and <br />communicate with units logged on to that site.
