Orange County Emergency Management, North Carolina <br />Final VIPER Anal sis Re ort Au ust 20, 2004 <br />Redundancy <br />The privately owned and operated radio system required redundancy in the <br />design. The privately owned design master site equipment in particular was <br />redundant. In contrast, VIPER currently operates with anon-redundant zone <br />controller in Raleigh. Failure of the zone controller in Raleigh will cause loss of <br />wide-area calls involving more than one site. Sites losing connection with their <br />Zone Master site will operate independently in site trunked mode. Radio <br />communications between units logged into a site acting independently is <br />supported until the zone controller is restored. Direct connected consoles would <br />lose communications with all sites associated with the master site. This will be <br />mitigated by having a RF control station at each dispatch operating position as a <br />backup. NC-SHP recognizes the missing redundancy and has stated their future <br />plans for VIPER include redundant zone master equipment. <br />FCC Licensing <br />Orange County will be responsible for obtaining frequencies and FCC licenses for <br />the entire private system. NC-SHP is taking responsibility for obtaining <br />frequencies and FCC licenses for the VIPER trunked repeater channels and <br />microwave links making up the infrastructure. Orange County and its <br />communities will have the responsibility to obtain FCC licenses for non-fixed <br />(subscriber) equipment including control stations whether a private system or <br />VIPER is chosen. <br />800MHz Mutual Aid <br />Conventional Repeaters were included in the privately owned system design to <br />support interoperability with 800 MHz users with equipment not compatible with <br />VIPER. NC-SHP has stated that conventional 800 MHz repeaters will be <br />installed at VIPER sites for the same purpose.
