Orange County Emergency Management, North Carolina <br />Final VIPER Anal sis Re ort Au ust 20, 2004 <br />Users registered at a different site than the originating unit's site will only hear a <br />multi-site talk group call if the talk group has registered users logged into the site. <br />Conventional Channel Support <br />PSAP dispatch consoles will have access to conventional radio channels in both a <br />privately owned system and VIPER. Each PSAP connected to VIPER will have a <br />new CEB to interface with conventional channels locally at the PSAP. <br />Conventional channel access will be required to handle migration and for any <br />entity not migrating to VIPER and to operate interoperability channels such as the <br />UHF medical channels being upgraded by the state. <br />Network Management Support <br />A privately owned and managed trunked radio system would require more <br />support to manage than the VIPER system. NC-SHP will perform all network <br />management in VIPER. Orange County entities must request configuration <br />changes and addition of subscriber radios onto VIPER from NC-SHP before <br />changes and additions will be implemented. <br />7.2 Infrastructure Comparison <br />Confi uration <br />The private system design is a five site, eleven channel dual-mode simulcast <br />system to cover Orange County. VIPER is initially being placed in service as a <br />dual-mode multi-site trunked radio system with three sites in Orange County. <br />The baseline VIPER design usually allocates five channels per site. Multi-site <br />differs from simulcast in that different sets of radio frequencies operate at each <br />site. Calls on the VIPER radio network are switched and rebroadcast to other <br />sites dependant upon whether user radios are registered at a site monitoring the <br />talk group.
