Orange County Emergency Management, North Carolina <br />Final VIPER Anal sis Re ort Au ust 20, 2004 <br />Public Safety Talk Groups <br />Both the privately owned system and VIPER network will accommodate public <br />safety (emergency responder) talk group requirements. Existing public safety use <br />radio channels in Orange County will be allocated a talk group if the users on the <br />channel migrate to VIPER.. In addition, an Orange County mutual aid talk group <br />and five Tactical Fire talk groups will be assigned to Orange County. VIPER has <br />designated eight Mutual Aid CJIN broadcast talk groups statewide to support <br />interoperability. <br />The privately owned system offers greater talk group assignment flexibility due to <br />Orange County having full control over the network and its talk group <br />assignments. NC-SHP will monitor talk group activity once all the Orange <br />County users migrate to VIPER. If a talk group has less than 5% use during a six <br />month period, the entity may lose the talk group assignment. <br />Non Public Safety Talk Groups <br />The privately owned system will accommodate non public safety (public service) <br />talk group requirements. VIPER limits non emergency responder talk groups to <br />two for each entity. Limiting non public safety talk groups to two would require <br />multiple work groups in an entity to share the two talk groups. LTNC Chapel Hill <br />for example, has eight major non public safety work groups. If limited to two non <br />public safety talk groups, UNC Chapel Hill users would then hear radio traffic <br />unrelated to their work group from other work groups as a result. For the majority <br />of entities with non public safety users, the disadvantage of a shared talk group is <br />outweighed by having wide area coverage throughout the county and the ability to <br />directly interoperate with other entities work groups on the VIPER network. <br />Talk Group Scan <br />Talk group scan is useful in the simulcast configuration used in the private system <br />since all sites are transmitting each talk group call. Trunked talk group scan has <br />limited usefulness in a multi-site network such as VIPER due to the dependence <br />of the call being routed to the site.
