Orange County Emergency Management, North Carolina
Final VIPER Anal sis Re ort Au ust 20, 2004
4.0 VIPER COVERAGE AND CAPACITY
The VIPER multi-site network offers more coverage and capacity from a greater number
of radio sites than the privately owned design provided in the Phase 2A Final Report.
The four main site locations in Orange County are in the same general areas as in the
privately owned design. VIPER has a site in Durham city which will serve a similar
purpose as the OCEM site in the privately owned system design by providing coverage in
the East Central portion of Orange County including Route 70 and Interstate 85. VIPER
has sites outside of Orange County that provide fill-in coverage in the county which are
not in the privately owned design. Orange County's user radios operating on the VIPER
network will take advantage of the greater radio coverage pxovided in the VIPER multi-
site design by roaming into and out of VIPER sites as they travel throughout the area.
4.1 Coverage
NC-State Highway Patrol has taken responsibility for RF Coverage of the VIPER
infrastructure design including additional sites required for Orange County
coverage. NC-SHP has provided two predicted coverage maps indicating sites
planned for Orange County. FIGURE 4-1 depicts predicted VIPER on-the-street
portable talk-back coverage in Orange County with 6dB antenna gain. FIGURE
4-1 reflects the conditions expected after implementation of all the sites, except
for sites that will not be constructed as noted below. FIGURE 4-2 depicts
predicted VIPER on-the-street portable talk-back coverage in Orange County with
no antenna gain.
The following VIPER sites in Orange County are depicted on the coverage maps
provided by NC-SHP:
• D-Hillsborough (Eno Mountain)
• Chatham Mtn. (WLTNC)
• D-Laws-EMC (Orange County North)
• UNC-MED (Chapel Hill)
Section 4 -VIPER Coverage and Capacity
. ,
