Orange County Emergency Management, North Carolina <br />Final VIPER Anal sis Re ort Au ust 20, 2004 <br />Normal Operation <br />In normal operation, the RF control stations are controlled by the <br />telecommunicator's console to monitor and transmit on talk groups <br />selected by the telecommunicator. The console's transmission and <br />reception is through the radio site selected to provide dispatch <br />communications. Calls to and from talk groups with radios logged into <br />another radio site in the county will tie up two channels minimum. One <br />channel is required at the PSAP's end and one at the site providing radio <br />coverage to the talk group being dispatched. <br />Site Trunking Mode <br />Site Trunking mode is the result of a failure of the link between a radio <br />site and the Zone Master site at Raleigh. The site in Site Trunking mode <br />will continue to support only local calls and wide-area calls are not <br />possible involving the site. If Site Trunking occurs at the site supporting <br />the PSAP console's RF Link stations, only trunked talk group calls <br />originating at that site will be heard. If Site Trunking occurs at a site in <br />another part of the county, calls originating at the distant site will not be <br />heard by the telecommunicator. <br />Backup radios should be installed at each dispatch operator position <br />programmed with all sites providing radio coverage for Orange County <br />units in the radio's personality. The backup radios must be connected to an <br />antenna system to permit accessing as many if not all of the sites <br />supporting Orange County. Telecommunicators will then have the ability <br />to select a site in Site Trunking mode and communicate with units logged <br />on to that site.
