APPROVED 1 11 612 0 0 2 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />Regular Meeting <br />September 18, 2001 <br />The Orange County Board of Commissioners met in regular session on Tuesday, September 18, <br />2001 at 7:30 p.m. at the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Stephen H. Halkiotis and Commissioners <br />Margaret W. Brown, Moses Carey, Jr., Alice M. Gordan and Barry Jacobs <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager Rod <br />Visser and Clerk to the Board Beverly A. Blythe {All other staff members will be identified appropriately <br />below} <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />Chair Halkiotis asked for a moment of silence out of respect for those affected by the tragic events of <br />September 11, 2001. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Halkiotis distributed a change to the regular meeting calendar, item 8b. The proposal is to <br />have a work session on October 1, 2001 since the work session was cancelled on September 11 t". Also, <br />a meeting with Durham Technical Community College officials will be October 11tH <br />PUBLIC CHARGE <br />Chair Halkiotis dispensed with the reading of the public charge. <br />2. CITIZEN & AUDIENCE COMMENTS <br />a. Matters Hat on the Printed Agenda -NONE <br />b. BOARD COMMENTS <br />Commissioner Gordon reiterated the feelings everyone has regarding sympathy for the victims and <br />families of the national tragedy and gratitude for all of those who have helped. <br />Commissioner Jacobs read a copy of a letter to the editor from the Board. "The attacks of <br />September 11 t", staggering and dishearteningly tragic as they were, should inform us all that our <br />immunity to catastrophe is illusory. We call upon our neighbors in the Triangle, our state and federal <br />government, and even the leaders of CP&L to reconsider locating the nation's largest repository of high- <br />level nuclear waste in our midst. Clearly, such targets of opportunity threaten us all in a world painfully <br />vulnerable to terrorism. Our legal attempts to get a full public evidentiary hearing on CP&L's expansion <br />of its storage pools reflect our genuine concern of the public's health, safety, and welfare. Responsible <br />vigilance requires no less." <br />Chair Halkiotis stated that the ceremony of remembrance that was just held earlier this evening is <br />truly reflective of what America is all about. He said that this country has been good to his ancestors and <br />was a land of opportunity far his parents. He said that the strength of our nation was the strength of our <br />people. <br />4.
