16 <br />Contract No. TJCOG-CBS-004 <br />ATTACffiVJ(ENT A <br />SCOPE OF WORK <br />Orange County <br />In the event of conflict between the provisions of the Terms and Conditions and the Scope of Work and Budget, <br />the provisions in the Scope of Work and Budget shall take precedent. <br />Summary: <br />In cooperation with TJCOG, Orange Couniywill participate in the Carolina Blue Skies and Green Jobs Initiative. <br />The goal of this program is to achieve significant reductions in fuel and emissions by supporting: (1) The <br />increased use of alternative-fuel vehicles (AFVs) and advanced technology vehicles; and (2} installation of <br />infrastructure necessary to directly support AFVs or advanced-technology vehicles. The program also aims to <br />maximize the preservation and creation of jobs by investing in the technology and training necessary to continue <br />to develop a strong alternative fuels industry. Limited funding will also support the operation and maintenance <br />of vehicles, infrastructure and other associated equipment acquired through the program. <br />Site Specific Deliverables and Milestones: <br />Fulfill National Environmental Protection Act Requirements <br />The Department of Energy (DOE) National Environmental Policy Act (NEPA) Implementing <br />Procedures (10 CFR 1021) require cazeful consideration of the potential environmental <br />consequences of all proposed actions during the eazly planning stages of a project or activity. DOE <br />policy directs at the earliest possible stage in a project whether such actions will require preparation <br />of an Environmental Assessment, an Environmental Impact Statement, or a Categorical Exclusion. <br />To comply with these requirements, an Environmental Questionnaire (NETL Form F 451.1-1/3) <br />must be completed for each proposed action to provide DOE with the information necessary to <br />determine the appropriate level of NEPA review and documentation. If the proposed project <br />qualifies for Categorical Exclusion designation, a Categorical Exclusion Designation Form (NETL <br />Form F451.1-1/1) will also be completed in addition to the Environmental Questionnaire. <br />If DOE determines that an Environmental Assessment is required, Contractor agrees to comply with <br />all necessary Environmental Assessment requirements, including but not limited to accommodating <br />DOE personnel and/or DOE designated contractors to perform the Environmental Assessment. <br />Advanced Technology Vehicle Purchase <br />2. Purchase and Take Delivery of Vehicles- <br />a. Complete actions necessary to enable vehicle purchase. This could include, but is not limited to <br />drafting specifications, issuing Requests for Quotes (RFQs), Evaluating Quotes, Selecting <br />Vehicle Vendor, Negotiating Agreements with Vendor, etc. <br />b. Minimum vehicle purchase requirements: <br />i. The vehicles must be commercially available original equipment or conversions for <br />alternative fuel or advanced technology vehicles (i.e. pre-commercial demonstration or <br />research & development vehicle projects are not eligible). Commercially available <br />vehicles are those that are available for purchase and unrestricted operation by the <br />general public and are fully compliant with all applicable emissions and safety <br />regulations on May 29, 2009. . <br />ii. Dual-fuel vehicles must use the alternative fuel a majority of the time and <br />documentation must be provided to affirm alternative fuel use. <br />iii. The vehicles must be light, medium, or heavy duty vehicles, which shall not include 2 <br />or 3 wheel vehicles. <br />Page 12 of 34 <br />
