Harvey, Planner III, 245-2597 <br />Craig Benedict, Director, 245-2575 <br />PURPOSE: To receive an update on the completion of an annual report to the Community <br />Rating Service (CRS) regarding the County's Floodplain Management program and to <br />acknowledge that this report has been submitted for action by CRS and is available for public <br />review. <br />BACKGROUND: As part of ongoing floodplain management efforts, Orange County is a <br />participant in the CRS program. This program provides potential savings to local residents on <br />flood insurance premiums through the County's adherence to certain programmatic <br />requirements and guidelines. <br />As part of participation within this program, the County is required to demonstrate those <br />program `activities' the County are engaging in to satisfy CRS requirements, including: <br />i. The maintenance of databases on properties.within the floodplain, <br />ii. Restricting development within identified flood prone areas, <br />iii. Public outreach and education, <br />iv. The maintenance of elevation certificates for flood prone property, and <br />v. Requiring the incorporation of flood hazard mitigation techniques when building <br />structures. <br />Staff has recently completed an annual re-certification package, which can be found at: <br />http://www.co.orange.nc.us/planning/floodplain information.asp <br />FINANCIAL IMPACT: Planning staff has determined that continued floodplain management <br />efforts, including participation within the CRS program, will not create additional workload <br />demands for staff or require the allocation of additional funds for the Department. <br />
