73 <br />1. Housing Overreaching Goal: Opportunity for all citizens of Orange <br />County to rent or purchase safe,. .decent, accessible, and affordable <br />housing. <br />2. Housing Goal 1: A wide range of types and densities of quality housing <br />affordable to all in all parts of the County. <br />3. Objective H-1.1: Assist in the rehabilitation and development of affordable <br />housing and promotion of community development programs in the <br />County using multiple strategies including implementation of the <br />Countywide Housing and Community Development Consolidated Plan. <br />4. Objective H-9.6: Promote innovative approaches to housing that ate <br />responsive to the needs of Orange County, maintain quality and human <br />scale, increase energy efficiency, and reduce- construction and <br />maintenance costs. <br />c. Chapter 5 -Land Use Element, including. <br />~1. Land Use Overarching Goal: Coordination of the amount, Ic~cation; <br />pattern and designation- of future land uses, with availability of County <br />services and facilities sufficient to meet the needs of Orange County's <br />tsopulation and economy consistent witty other Comprehensive Plan <br />element goals and objectives. <br />2. Land Use Goal 1: Fiscally and environmentally responsible, sustainable <br />growth, consistent with the provision of adequate services and facilities <br />and a high quality of life. <br />3". Land Use Goal 2: Land uses that are appropriate to on-site environmental <br />conditions and features, and that protect natural resources, cultural <br />resources, and community character. <br />4. Objective LU-1.1: Coordinate the location of higher intensity /high density <br />residential and non-residential development with existing or planned <br />locations of public transportation, commercial and community services, <br />and adequate supporting infrastructure (i.e., water and sewer, high-speed <br />Internet access, streets, and sidewalks), while avoiding- areas with <br />protected natural and -cultural resources. This could be achieved by <br />increasing allowable densities and creating new mixed-use zoning districts <br />where adequate public services are available. <br />5. Objective LU-3.1: Discourage urban sprawl, encourage a separation of <br />urban and rural land uses, and direct new development into areas where <br />necessary community facilities and services exist through periodic <br />updates to the Land Use Plan. <br />6. Objective LU-4.4: Encourage the provision of a range of affordable and <br />suitable low- and moderate income housing by means of development <br />incentives in order to provide. a balanced housing stock for the residents of <br />Orange County. <br />d. Chapter 8 Services and Facilities Element, including: <br />1. Services and Community Facilities Overarching Goal: Growth <br />consistent with the provision of adequate and sustainable County services <br />and facilities while managing the impacts upon the environmental <br />infrastructure and effectively protecting the County's natural and cultural <br />resources. <br />2. Services and Community Facilities Goal 1: Efficient provisions of public <br />water and sewer service systems which are consistent with the Land Use <br />Plan and which abide by the current Water and Sewer Management <br />
