Should <br />65 decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment <br />66 to this public charge is observed. <br />67 <br />68 <br />69 AGENDA ITEM 6: CHAIR COMMENTS <br />70 <br />71 Brian Crawford: I will waive comments. <br />72 <br />73 <br />74 AGENDA ITEM 8: CONDITIONAL USE DISTRICT (CLA&S A SUP) PROPOSING TO REZONE A TRACT OF LAND OFF OP TINNIN ROAD <br />']5 TO ALLOW FOR THE DEVELOPMENT OF A 28 LOT SUBDMSION: TO make a recommendation t0 the BOCC on <br />76 an application submitted by Habitat for Humanity to rezone 8.984 acres of land from Rural-Residential <br />77 (R-1) to High Intensity Residential Conditional Use (R-8-CU) in order to develop.a 28-lot major <br />78 subdivision, as heard at the May 23, 2011 quarterly public hearing. <br />79 Presenter: Michael Harvey, Planner III <br />80 <br />81 Michael Harvey: As you are aware this item was presented at the May 23, 2011 Quarterly Public Hearing. From staffs <br />82 standpoint the major areas of concern needing further review and discussion are the required size of the water and sewer lines. <br />83 As you might recall the applicant proposes an 8 inch water and sewer line while staff has recommended a condition requiring <br />84 a12 inch water and sewer line along Tinnin Road. A second area of concern was a recommended condition requiring the <br />85 applicant to tie into an existing water line within the Richmond Hills subdivision to create.a looped water system. The installation <br />86 of sidewalks was brought up during the public hearing. Another question posed was who would be responsible for paying for <br />87 existing water customers to tie onto the new water line. A final area of discussion was a recommendation by County <br />88 Commissioners to re-orient the proposed three lots on the northeastern portion of the project to protect identified wetlands <br />89 denoted on the site plan. <br />90 <br />91 Alan Campbell: With respect to-the utility lines, is it just on this one area of concern for staff? <br />92 <br />93 Michael Harvey: We have recommended 12 inch line along Tinnin Road-with the rest of the development served by 8 inch lines. <br />94 The applicant believes that the proposed 8 inch line is sufficient and has respectfully asked staff to re-evaluate our condition. <br />95 <br />96 Larry Wright: I have a problem that is the only sidewalk proposed for this project. According to the Comprehensive Plan, <br />97 Chapters 4 and 9, developments are encouraged to have sidewalks. My issue is that you have the connector way over to the left <br />98 and then a path there. This essentially pushes children to the streets or to lead a sedentary in their house. <br />99 <br />100 Michael Harvey: The applicant is proposing additional POSA access points though the open space connecting to existing trail <br />101 systems to the west. As you will -note from the site plan there are POSA access points allowing for access from the eastern <br />102 portion. of the project to the western project boundary line where existing trails can be accessed. The Planning Board reserves <br />103 its right to have to recommend additional sidewalks or recommend additional POSA access points. <br />104 <br />105 Brian Crawford: What is does the term POSA stand for and where is it referred in the Ordinance? <br />106 <br />107 Michael Harvey: 1 am drawing a blank on what it stands for ... <br />108 <br />109 Perdita Holtz: It stands for pedestrian open space access. <br />110 <br />111 Larry Wright: How many vehicles-will be coming through here? <br />112 <br />113 Michael Harvey: I believe the applicant's testimony... <br />114 <br />115 Larry Wright: The DOT said the average is 16 per household. <br />116 <br />117 Michael Harvey: I believe the applicant said approximately 300 to 400 vehicles would be accessing the area during their May 23, <br />118 2011 Public Hearing testimony. <br />2 <br />
