119 <br />a three-party encroachment agreement, for all work within the public right-of-way. <br />12. Assessment and connection fees shall be paid to OAWS prior to the recordation <br />of the Final Plat consistent with the OAWS adopted- fee schedule. Proof of fee <br />payment shall be required to be submitted to the County at the time of application <br />for building permits. <br />D. Roads and Access <br />1. Road "A" and Road ~"B" shall be designed and constructed to standards of the <br />NCD~T Subdivision Road manual, dated January 2011-,- within a fifty (50) foot <br />right of-way with five (5) foot utility easements on each side. Roads- "A", "B", and <br />School House Road shad be paved with a 27-foot back-to-back Yoadway cross- <br />section with curb and gutter and two eleven-foot lanes. Tinnin Road extension <br />shall be within a fifty (50) foot right-of-way. Since Tinnin .Road -is a primary <br />collector road, it shall-be paved with a 27-foot back-to-back roadway -cross section <br />with curb and gutter and two twelve-foot lanes. The construction shall be <br />inspected -and approved-by NC-DOT. <br />OR <br />A letter of credit or escrow -agreement shall be submitted- and approved by the <br />County Attorney to secure construction of Road "A", Road "B", and the extension. <br />of Tinnin Road to the standards of the NCDOT. An estimate of the construction <br />cost must be prepared by a certified/licensed engineer or grading contractor and <br />submitted to the Planning Department. The financial guarantee must reflect 110% <br />of that estimate and be issued by an accredited financial institution licensed to do <br />business in North -Carolina. <br />The document describing development restrictions to be -recorded with the <br />Final Plat shall state_that the financial guarantee will. not be released until all <br />road construction as been inspected and approved by NCDOT. <br />If the security option is chosen, no building permit shall be issued until access <br />roads are constructed to an all-weather state (i.e. base gravel condition). <br />2. No driveway shall be permitted within established site triangles as denoted on the <br />approved plan with the exception of lot 23. The Final .Plat shall contain- "No <br />Vehicular Access Easement" for lots 5, 20 and 23 on School -House Road (1314). <br />3. Erosion control plans for construction of Road "A", Road "B", and the extension of <br />Tinnin Road shall be submitted. to, and approved by, the Erosion Control Division <br />prior to any clearing or land disturbance. <br />4. Approved double-bladed street name signs shall be erected at all street <br />intersections shown on the Final Plat prior to issuance of any building permit if <br />road construction is not completed prior to recording of the final plat. <br />5. Prior to any construction or alteration of any existing access within the platted <br />rights-of-way, the owner/applicant shall secure a driveway permit from the NCDOT <br />42 <br />
