A motion was made by Commissioner Brawn, seconded by Commissioner Carey to adopt the <br />resolution, which is incorporated herein by reference, formally authorizing the sale of the 1997 bonds and <br />the refunding bonds. <br />VOTE: UNANIMOUS <br />d. RFP Award: Countywide Classification and Pay Study <br />The Board considered awarding a request for proposals to Condrey and Associates for a <br />countywide classification and pay study. <br />Personnel Director Elaine Holmes said that four proposals were received. A committee made <br />up of Purchasing Director Pam Jones, Personnel Analyst Elgin Lane, and Personnel Director Elaine <br />Holmes reviewed the proposals and interviewed each consultant. The committee recommends that the <br />RFP be awarded to Condrey and Associates. Dr. Steve Condrey, President of Condrey and Associates, <br />will serve as project manager for the study and will be present throughout all phases of the study. <br />Excellent references were received on Condrey and Associates' work. <br />Regarding the pay equity study, three proposals were received. All of the consultants that <br />submitted proposals emphasized their belief that the classification and pay study, if well executed, would <br />address most if not all equity issues. Condrey and Associates offered, at no additional cost, for the base <br />cost in the classification and pay study, to do a statistical analysis to evaluate the relative equity of the <br />job evaluation structure that is recommended. The committee is recommending that the County approve <br />the classification and pay study, take advantage of Dr. Condrey's offer for the statistical analysis, then <br />identify the specific pay equity issues that remain and develop an RFP that would be tailored to the <br />specific needs. <br />Elaine Holmes satisfactorily answered several questions from the County Commissioners. <br />Commissioner Jacobs would like to include OWASA, Carrboro, and Hillsborough in addition to <br />Chapel Hill in the labor market survey. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Brown to award the <br />RFP for the classification and pay study to Condrey and Associates, authorize the Personnel Director to <br />draft the contract far services, subject to the review of staff and the County Attorney, and authorize the <br />Manager to execute the contract. <br />VOTE: UNANIMOUS <br />The other three consultants that submitted proposals were DMG Maximus (formerly David M. <br />Griffith Associates}, Fox Lawson, and Springsted, Inc. (formerly Municipal Advisors, Inc.}. <br />e. ivouce or inieni to rursue a ~sona rcererenaum on ivovemoer ~, ~uu~i <br />The Board considered proceeding with legal requirements following the Local Government <br />Commission guidelines necessary far the proposed November 6, 2001 bond referendum. <br />John Link said that the County Commissioners would need to decide the upper limit for a <br />proposed band referendum. <br />Ken Chavious said that the process is to set maximum amounts for each of the four bond <br />categories. <br />Commissioner Gordon Hated that there is a green sheet that shows the recommendation from <br />the Capital Needs Advisory Task Farce. She feels we need to discuss this report. <br />Chair Halkiotis said that there has been much discussion of the Capital Needs Advisory Task <br />Force recommendation. <br />Senior Centers - A motion was made by Commissioner Carey, seconded by Commissioner <br />Brawn to include in the November 6, 2001 bond referendum the amount of $4 million far Senior Centers. <br />Commissioner Jacobs asked why the Manager recommended only $4 million when the initial <br />request was for $6 million. John Link said that if the senior centers cost more than $4,000,000 than the <br />remainder of the money could come from Certificates of Participation. <br />VOTE: UNANIMOUS <br />
