VOTE: UNANIMOUS <br />Public School Facilities - A motion was made by Commissioner Brown, seconded by <br />Commissioner Carey to reserve $47 million in the band package for public school facilities. <br />Commissioner Gordon asked that a placeholder be set for $6 Million for a new high school for <br />Chapel Hill-Carrbora City Schools. She distributed some information about the necessity for a new high <br />school in the Chapel Hill-Carrboro City Schools. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Carey, seconded by Commissioner Brown to adopt the <br />resolution stating the intent to proceed with a referendum for Orange County general obligation bonds. <br />VOTE: UNANIMOUS <br />f. Resolution of Intent to Create a Bond Education Committee and Proposed Charge and <br />Structure of the Committee <br />The Board considered a resolution of intent to create a bond education committee to develop <br />and disseminate information to voters on the proposed November 6, 2001 band referendum, and <br />considered a proposed charge to and structure of the committee. <br />Rod Visser explained the structure of the committee. <br />Commissioner Jacobs suggested that we solicit the people who served on the Capital Needs <br />Advisory Task Force. He asked if there was any money to do any polling to see what the voters' <br />concerns are. John Link will include information on passible surveys in August. <br />Commissioner Carey said that it would be helpful to know what the public is thinking about <br />and what information they need to make an informed decision. <br />Commissioner Brown said that there must be caution in the education committees that the <br />members do not became advocates of the bond. The advocacy efforts should be done separately from <br />the committee work. <br />A motion was made by Commissioner Gordan, seconded by Commissioner Carey to adopt <br />the resolution of intent to create a bond education committee to develop and disseminate information to <br />voters on the proposed November 6, 2001 band referendum, and approved a charge to and structure of <br />the committee. The Clerk to the Board will begin advertising far citizens interested in serving on the <br />committee. Commissioner Brawn and Commissioner Gordon volunteered to work with the schools, <br />specifically regarding elementary school #10 and the master plan far the school and parks site. <br />VOTE: UNANIMOUS <br />g_ Bid Award: Franklin Street Pocket Park <br />The Board considered awarding a bid and approving a contract for construction of a pocket <br />park at 503 W. Franklin St., Chapel Hill. <br />A motion was made by Cammissianer Gordon, seconded by Commissioner Carey to <br />authorize the staff to negotiate with the low bidder to bring the scope of work within the available funding; <br />award a bid and approve a contract, contingent upon staff and Attorney review, in an amount not to <br />exceed $123,000 for the construction of the pocket park and right-of-way work at the County's property <br />at 501-503 West Franklin Street; and authorize the Chair to sign on behalf of the Board. <br />VOTE: UNANIMOUS <br />10. REPORTS (For informational purposes only) <br />a. Northern Human Services Center Future Use Plan <br />The Board received a report on an assessment and proposed future plans for the Northern <br />Human Services Center. <br />Management Analyst Sharron Hinton said that this is the only County-owned building in the <br />Cedar Grove area and it serves a variety of needs to the citizens in the area. Two community surveys <br />were conducted and both revealed that there was a high level of interest in the community for some job <br />readiness, employment training, computer classes, English classes, Spanish classes, health screenings, <br />and social services needs in this area.
