Orange Public Transit <br />Transportation and Department an Aging Director Jerry Passmare said that the position of <br />Transportation Coordinator is a ten-hour increase in an effort to expand services to those who cannot <br />ride public transportation. This position would be working with DSS and the Work First program and <br />the Commission for Women. <br />Planning <br />The recommendation is to increase a GIS Technician's position from time-limited to permanent <br />full-time. Planning Director Craig Benedict said that a lot of the maps that have been presented at <br />meetings have been done primarily through the County's GIS system. This is atime-limited position <br />and he is asking that it be permanent. <br />Recommended Fee Schedule -Building Inspections Division <br />Craig Benedict made this presentation. He distributed charts, which outlined the fallowing: <br />• Residential Permit Fee Comparison Chart <br />• Percent of Change Applied to Proposed Fee Increase <br />• Single Family Permit Cost Comparison <br />• Permit Costs as Relates to House Value <br />• Single Family Dwellings, Categorized by Square Footage, Orange County School District <br />•:• Single Family Dwellings, Categorized by Square Footage, Chapel Hill School District within <br />Orange County Inspections Jurisdiction <br />The new fee schedule will allow for a recovering of cost far larger homes. At the current fee <br />schedule, the County actually is losing money for larger homes. The new fee schedule also <br />decreases costs for smaller houses approximately 1,800 square feet or less. The fee increase will <br />recover 90°~ of the cost of the Building Division area. Some of the 10°~ not recovered includes <br />assisting the customers that come into the office, etc. The current fee schedule only recovered 64°~ <br />of the cost. Cast recovery includes the Building Division, personnel costs, recurring capital costs <br />(cars}, operating expenses and administrative costs. <br />Commissioner Brown suggested a news release on this fee increase. <br />Several other clarifying questions were answered by Craig Benedict. <br />Commissioner Jacobs made reference to page 17, Building Demolition, and said that it will be <br />important to have a meeting in the fall to talk about solid waste issues, to include C&D and <br />deconstruction versus demolition. It needs to be determined whether a time limit far getting a <br />demolition permit might facilitate people choosing the alternative of saving money and saving <br />materials, versus the disadvantage of taking more time. Craig Benedict said that he has been <br />working with Gayle Wilson on the C&D permitting process to make sure it ties into the building permit <br />process. One thing that they have done with the fee schedule to promote affordable housing is to <br />reduce the fees for the project. The rate would be reduced if part of the project offers affordable <br />housing. <br />Recommended Fee Schedule -EMS <br />Nick Waters said that the increases have to do with the realignment of the charges to match the <br />new Medicaid reimbursement scheme. <br />Recommended Fee Schedule -Environmental Health <br />Rosemary Summers said that these fees are set at about 76°~ cost recovery, which would cover <br />the cost of the new position being requested. She made reference to page 7. Fees cannot be <br />charged for the Food and Lodging program. Fees can only be charged for the wells and wastewater <br />program. The existing fee schedule recovers about 61 °I° of the cost. <br />
