She said that the school board is willing to use over$3 million of its fund balance, and if <br /> so, they need to be ready in October to move forward. <br /> Frank Clifton said that, based on the analysis of where the County is now, he believes that <br /> the bonds can be sold in August 2012. This would defer the payments until February 2013. He <br /> said that the construction could be moved forward for Elementary#11 if the Board agrees. <br /> Chair Pelissier said that if the school board is going to discuss this in October then it <br /> should send the Board of County Commissioners a request after the discussion. <br /> Commissioner Gordon said that CHCCS is going to need Elementary#11, and referenced <br /> the Schools Adequate Public Facilities Ordinance (SAPFO). She noted that the school is <br /> designed and there is already a special use permit. This only leaves the Board of County <br /> Commissioners going through the approvals to issue the debt. She is supportive of moving this <br /> forward. <br /> Commissioner Hemminger said that she is supportive of this as well, but only if it balances <br /> out with the County and the rates, etc. <br /> Frank Clifton said that a word of caution is that if they use reserve funds, start <br /> construction, and there are delays to the sale of a bond, then that can cause delays and put <br /> more operational pressures on the County and the school systems. <br /> Commissioner McKee said that the only concern he has is with the tight timeframe. <br /> 3.
