S. has expedited more than 5 <br /> million matriculas, over the past 8 years. <br /> - The high security matricula program is intended to encourage Mexicans in the USA, to <br /> stop using fraudulent ID's. <br /> - The technology that supports the matricula program was adjudicated to an American <br /> company based in Florida, through an international bid. <br /> - If in the future, changes occur in USA immigration law, providing a path for <br /> regularization, the database of the matricula could be of significant importance. <br /> - The matricula allows parents of American born children to identify themselves while <br /> enrolling their kids in school. <br /> - The matricula is accepted by banking and financial industries, in order to market their <br /> products and services to the undocumented. <br /> LEGAL BASIS <br /> The 1964 Vienna Convention on Consular Relations, subscribed by most countries in the <br /> world, including Mexico and U. S., states in its 5th Article that; "Consular Offices are entitled to <br /> issue identification documents to its Nationals for Consular Protection purposes." <br /> The practice of consular registration is recognized by international law. Consular posts of <br /> every country around the world provide this service. <br /> All the matriculas consulares are issued for a period of 5 years. By 2007, matriculas, issued <br /> as of March of 2002, have continuously expired, thus a process of renovation has been taking <br /> place.
