It would have to be generic, so there could be a list of all fire <br /> departments with phone numbers, websites, etc. He will research this. <br /> Commissioner Gordon said that this is a topic that could be discussed at the joint <br /> meeting on September 13th. She said that she wants this to be cost-effective and would not <br /> want to prioritize it over all other communication needs of county government. <br /> Chair Pelissier suggested that it is important to explain to the public the tax rates and <br /> how the insurance ratings affect them. Commissioner Gordon agreed. <br /> b. Standard and Poor's (S&P) Downqrade of the United States Credit Ratinq <br /> and its Potential Effects on Oranqe County's Bond Ratinq <br /> The Board received an update on the potential effects of the S&P downgrade of the <br /> United States credit rating on the bond rating of Orange County. <br /> Financial Services Director Clarence Grier reviewed this item. He said that the S&P <br /> decided to downgrade the U. S. Government to AA+. S&P has affirmed that the bond rating <br /> could be one notch above the federal government as long as the County was not adversely <br /> impacted by the federal government as far as the management of the financial obligations <br /> (grants, loans, etc.). A lot of municipalities in North Carolina were affected by this. <br /> Commissioner Jacobs said that he appreciated the information and the due diligence <br /> that the staff has pursued. <br /> 10. County Manaqer's Report <br /> Frank Clifton said that it was a busy summer. The Manager and Chair are to meet with <br /> the Town of Mebane's Mayor and Manager regarding the AKG groundbreaking that will be in <br /> September. He has also been working closely with the City of Mebane on the utility issues <br /> regarding the Buckhorn area. He has also been working closely with the City of Durham <br /> regarding a Utility Extension Policy for the Eno district. There is a draft agreement in the <br /> agenda packet. The staff has continued to work on the issues of the landfill and the Rogers <br /> Road community mitigation. <br /> Assistant County Manager Gwen Harvey has been actively involved with the County's <br /> outreach for the '/4-cent sales tax referendum. <br /> Later this week, he will be doing interviews for the Economic Development Director <br /> position. <br /> He said that the sales tax collections have improved somewhat. Things are getting <br /> better and the County is operating on a fiscally sound basis. <br /> 11. County Attorney's Report <br /> John Roberts said that the process of 9% of the Alamance County line is moving <br /> forward very quickly and should be concluded sometime later this fall. <br /> He said that codification of ordinances is coming and the republication of the <br /> ordinances is scheduled to go online September gtn <br /> 12.
