remain separate from the County's general fund to allow for more accurate tracking of <br /> revenues and expenditures in accordance with initial ten-year allocation plan established as <br /> part of this resolution; <br /> NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of Commissioners <br /> hereby states its intent to use the revenues from the Article 46 one-quarter cent (1/4¢) County <br /> sales and use tax, if approved by the voters of Orange County, for currently unfunded or <br /> underfunded economic development and public school capital needs for a period of ten years, <br /> with a scheduled implementation date of April 1, 2012. <br /> BE IT FURTHER RESOLVED THAT proceeds from the one-quarter cent (1/4¢) County sales <br /> and use tax in later years will be used to address priorities as established by the Board of <br /> Commissioners in the County's Capital Investment Plan. <br /> This the 21st day of June, 2011. <br /> g_ Information Regarding One-Half('/2)Cent Sales Tax for Orange County <br /> Transit <br /> The Board received information and gathered comment regarding the Orange County <br /> Bus and Rail Investment Plan draft associated with the Triangle Regional Transit Plan (1/2 <br /> cent sales tax). <br /> Craig Benedict went through this item. He said that on June 7th the Board of County <br /> Commissioners made a motion regarding the 1/2—cent Sales Tax for Orange County Transit. <br /> This motion is in Attachment 1 and is as follows: <br /> "A motion was made by Commissioner Jacobs based on Option B in the abstract <br /> packet which states; <br /> - That the BOCC vote not to proceed to a November 2011 referendum on the half cent <br /> sales tax; <br /> - That we set a date later this year for discussion of a new timetable and to receive <br /> further information related to Orange County components of the local and regional <br /> transit plans; and <br /> - Indicate to Durham, Carrboro, Chapel Hill, UNC and the public our continued interest in <br /> pursuing participation in an enhanced regional public transportation system." <br /> Craig Benedict went through the Orange County Transit Plan Table of Contents, <br /> Attachment 2. <br /> Chair Pelissier recognized that there were two staff people from Triangle Transit in <br /> attendance. She said that at the last meeting, the Board discussed that while it can provide <br /> comments, tomorrow Commissioner Gordon will be voting on the Durham County financial plan <br /> at the Metropolitan Planning Organization meeting. This plan has an assumption about cost- <br /> sharing for light rail. The Board needs to give Commissioner Gordon some direction. <br /> Commissioner Gordon said that the Transportation Advisory Committee for the MPO <br /> only has a vote scheduled for the Durham plan, and the one they have for the MPO and that <br /> they will be voting on is different from the one that is in the Board of County Commissioners' <br /> notebook. She noted the following differences: the sales tax revenue annual proceeds have <br /> increased, weekend service has been added for commuter rail, northern Durham park and ride <br /> lot has been added, borrowing has been deleted, and passenger revenue has been added. <br />
