Commissioner Yuhasz said that if it says, "60% of the Economic Development funding" <br /> and "20% of the Economic Development funding," then this would solve the problem of the <br /> percentages. He understands Commissioner Jacobs' concern, but he has heard in talking with <br /> people is that they need to have specificity in order to support this referendum because people <br /> want to know what will happen to the money. <br /> Commissioner Yuhasz made reference to the colored chart and said that he would <br /> prefer to see the numbers in the color chart. <br /> Commissioner Yuhasz suggested substituting the numbers that are shown on <br /> Attachment 5 with the numbers that are included in paragraph b of the resolution. <br /> Commissioner McKee seconded what Commissioner Yuhasz said and that he has <br /> heard from citizens that they want to know what the money will be used for. <br /> Commissioner Gordon said that she is not sure if substituting the chart would help. <br /> She likes the simplicity of the original resolution. <br /> Chair Pelissier said that she likes the chart that gives some flexibility but still tells the <br /> public a lot about how the County intends to spend money. <br /> A motion was made by Commissioner Yuhasz, seconded by Commissioner McKee to <br /> substitute the numbers shown page 12 of attachment 5 for the numbers in paragraph "b" of the <br /> proposed resolution and use the wording "economic development" before the words "funding" <br /> in the proposed resolution. <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs asked where a community redevelopment project would fit into <br /> this. <br /> Frank Clifton said that it may be a separate issue altogether. <br /> Commissioner Jacobs said that he was asking about a neighborhood project that had <br /> some existing retail and redeveloping it. It would not be a huge project. <br /> Economic Development Director Gary Shope said that if there was a high-end park and <br /> ride lot, that would be a redevelopment project. He said that he would need to look at this and <br /> get back to the Board. <br /> A motion was made by Commissioner Yuhasz, seconded by Commissioner Foushee to <br /> approve the Resolution to Further Clarify the Intent of the Orange County Board of <br /> Commissioners Regarding the Uses of Funds Generated by the Article 46 One-Quarter(114) <br /> Cent Optional Sales and Use Tax if Approved by Voters in November 2011, with the following <br /> change: <br /> Paragraph `b'would read, "50% of the funding would be allocated to Economic <br /> Development initiatives generally as shown on the attached chart (Attachment 5), and the <br /> Board of County Commissioners will approve a Ten-Year Economic Development Plan as part <br /> of the County's Capital Investment Plan." <br /> This motion also authorizes the Chair to sign the resolution as amended and approved. <br /> The resolution will be forwarded to both school boards. <br /> VOTE: UNANIMOUS <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> APPROVED -A Resolution Regarding Uses of Potential Revenues <br />
