Purchase & Sale Agreement— Southwest Library Site, 210 Hillsborough <br /> Road <br /> The Board considered purchasing the parcel located at 210 Hillsborough Road, <br /> Carrboro, and authorizing the Manager to execute all necessary documents to close the <br /> purchase, contingent upon final review and acceptance of the Title Opinion by the County <br /> Attorney. <br /> Frank Clifton said that staff has been working on title issues but the attorney has some <br /> issues with the title. There are two options: authorize the purchase if all title options are <br /> clarified or bring the whole item back. <br /> A motion was made by Commissioner Yuhasz, seconded by Commissioner McKee to <br /> defer this item until the August 23rd meeting of the Board of County Commissioners. <br /> John Roberts said that he recommended having a closed session to discuss the title <br /> issues. He hopes to have the title issues worked out over the summer. He does not have any <br /> issue with the recommendation contingent upon the County Attorney working out title issues. <br /> Commissioner Yuhasz asked if the closed session could be over the summer and John <br /> Roberts said that it could happen over the summer or 30 minutes before the scheduled <br /> meeting in August. <br /> Commissioner Jacobs asked if it would be appropriate to add the title issues and any <br /> other issues that may arise to the motion. John Roberts said yes. Commissioner Jacobs <br /> added this to the motion. <br /> Chair Pelissier said that the motion is just to defer. <br /> John Roberts said that he can work on this over the break and have more information <br /> for them for the August 23 d meeting. The closed session could be before the meeting on the <br /> 23�d. <br /> Public Comment <br /> Nerys Levy spoke on behalf of the Friends of the Carrboro Library. She thanked the <br /> County for all of its work for this branch library. She hopes that the Board will do the right thing <br /> and not delay further. There is a great deal of excitement in Carrboro for this library. <br /> VOTE: UNANIMOUS <br /> f. Resolution to Further Clarify the Intent of the Orange County Board of <br /> Commissioners Regarding the Uses of Funds Generated by the Article 46 One-Quarter <br /> ('/4) Cent Optional Sales and Use Tax if Approved by Voters in November 2011 <br /> The Board considered a resolution to more clearly and firmly establish a commitment <br /> by the Board of County Commissioners to authorize the use of funding generated by the <br /> Article 46 one-quarter cent optional sales and use tax if approved by voters and authorize the <br /> Chair to sign. <br /> Frank Clifton said that there was a request from the Orange County School Board for <br /> further clarification to the term "equitable" and some assurance that there would be no <br /> supplanting of existing revenue streams. There was also some discussion about parameters <br /> of allocation of funds for economic development. He would recommend that 60% of the funds <br /> be used for payment of debt for infrastructure and the other 40% as the Board sees fit. <br /> Michael Talbert went over the resolution, which is Attachment 4. The changes are in <br /> bold. <br />
