2 <br />This area is a subset of the Water and- Sewer Management Plan and Boundary Agreement <br />(WASMPABA) which permits public utility extension in the area under the responsibility of <br />Orange County. <br />The long range ~SOtential and funding of utilities in the area is noted in the County Capital <br />Investment Plan (CIP). <br />The draft agreement, which has been reviewed by all parties, sets forth aspects of master <br />planning, design, permitting, funding, construction and eventual customer connection. <br />FINANCIAL IMPACT: The financial impact of this agreement is estimated to be $1,150,000 <br />through FY2015-16 and is included in the FY2011-16 Approved CIP. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1) approve the Interlocal_Agreement; <br />2) authorize the Manager to sign the Agreement and all amendments or renewals in the <br />future; and <br />3) direct staff to begin working with Durham to develop a project proposal and present. <br />the proposal for Board consideration at the earliest opportunity following approval by <br />Durham. <br />
