ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 20, 2011 <br />Action Agenda <br />Item No. 5 - h <br />SUBJECT: Bid Award: Hook Lift Truck for Solid Waste <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (YIN) No <br />Financial Services <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Bid Tabulation <br />Gayle Wilson, Solid Waste, 968-2885 <br />David Cannell, Financial Services, <br />245-2651 <br />PURPOSE: To consider awarding a bid to White's International Trucks of Greensboro, North <br />Carolina for a Hook Lift Truck for the Sanitation Division of the Solid Waste Management <br />Department. <br />BACKGROUND: The 2011-12 budget includes funds for the replacement of a Front-End Loader <br />Truck with a Hook Lift Truck. The Hook Lift truck will be used to service bulk roll-off containers at <br />the County's five (5) solid waste convenience centers. During FY 2006-07 and FY 2007-08, the <br />Sanitation Division transitioned to a containerized (roll-off) system for more efficient hauling of <br />various materials. Materials collected include appliances, clean wood, construction and <br />demolition material, furniture, metal, tires and yard waste. As part of the planned Walnut Grove <br />Convenience Center's improvements for this year, the household waste dumpster containers will <br />be converted to compactor style roll-offs, which will also require aroll-off method of hauling. <br />Additionally the expanded hours of operation will necessitate increased roll-off hauling. <br />Orange County's Hook Lift Truck requirements were advertised through bid number 281 and <br />seven vendors submitted bids. Pursuant to the attached bid tabulation, White's International <br />Trucks of Greensboro, North Carolina submitted the lowest responsive bid at a delivered cost of <br />$177,158 fora 2012 International 7600 cab & chassis with an automatic transmission and a <br />Swaploader SL 650 Hoist. <br />FINANCIAL IMPACT: The total purchase price of the truck is $177,158. Sufficient funds were <br />allocated within the FY 2011-2012 Solid Waste Sanitation budget for this purchase. <br />RECOMMENDATION(S): The Manager recommends that the Board: 1) award bid number 281 <br />to White's International Trucks of Greensboro, North Carolina for the purchase of a Hook Lift <br />Truck at a delivered cost of $177,158; and 2) authorize the Purchasing Agent to effect the <br />purchase award. <br />
