4.1 <br />ORANGE COUNTY, AbRTH CAROLINA <br />-EXHIBIT 16 <br />NFPA 1 710 RESPONSE TIME OBJECTIVES AND STAFFING <br />Fire Department Response Time Objectives <br />STANDARD <br />NFPA 1710 SECTION <br />Turn- out time shall be one minute (60 seconds) maximum. <br />Section 4.1.2.1. 7 (7) <br />- Four minutes (240 seconds) or less for the arrival of the first arriving <br />Section 4. 7.2.7. 1 (2) <br />company at a fire suppression incident and /or eight minutes (480 <br />Section 5.2.2. 7. 7 <br />-engine <br />seconds) or less for the deployment of a full first- alarm assignment -at a <br />Section 5.2.2.2.7 <br />fire suppression incident.* <br />Section 5.2.3.2.2 <br />Four minutes (240 seconds) or less for the arrival of a unit with first <br />Section 4. 7.2.7. 7 (3) <br />responder, or higher, level capability at -an emergency medical incident.* <br />Eight minutes (480 seconds) or less for the arrival of an advanced life <br />Section 4:1.2.7.7 (4) <br />_support unit at an emergency medical incident, where this service is <br />provided by the fire department.* <br />* These response-time performance objectives should be achieved at least 90 percent of the time. <br />Fire DeoartmentStafnq Requirements <br />STANDARD <br />NFPA 1 71 0 SECTION <br />Each fire company must have an officer. <br />Section 5.2.1-2.2 <br />-A chief level officer must respond to all full alarms. <br />Section 5.2.1.2.3 <br />Engine companies must be staffed with a minimum of four firefighters. <br />Section 5.2.2. 7. 7 <br />Ladder companies -must be staffed with a minimum of four. <br />Section 5.2.2.2.7 <br />The initial full- alarm assignment shall consist of 14 individuals, or 15 if <br />an aerial-ladder has responded. <br />Section 5.2.3.2.2 <br />NFPA 1710 also states that the number of on -duty fire suppression personnel <br />in excess of 14 or 15 shall be comprised of the numbers necessary for firefighting <br />performance relative to the expectedfirefigbtngconditions.
