34 <br />ORANGE COUNTY, IWRTH CAROLINA <br />includes recognition of early warning signs, activation of the emergency medical <br />system, basic cardiopulmonary resuscitation, defibrillation, incubation and <br />intravenous administration of medications. Early - defibrillation is identified as a <br />critical link in the chain of survival. The Association supports rapid response and <br />advocates establishing public access defibrillation (PAD) programs. For everyxainute <br />without defibrillation, the odds of survival drop seven to 10 percent. A sudden <br />cardiac arrest victim who is not defibrillated within eight to 10 minutes has a very <br />limited chance of survival. <br />In Orange - County, fire- department personnel are trained as medical first <br />responders. In addition, the fire departments have been equipped by the County with <br />automatic external defibrillators (AEDs). An AED is a computerized medical device <br />which checks a person's heart rhythm and recognizes when a shock is required. <br />Orange County has equipped EMS first _responder vehicles and ambulances with <br />AEDs. <br />Local Emergency_ Medical Service Performance Measures State or regional <br />emergency medical services councils often establish target response, safety, and <br />operational performance measures for emergency medical service providers within <br />their area. <br />"Two in, two out" OSHA guideline. It is also important to--consider the so- <br />called "two in, two out" OSHA guideline that, except in extreme life- threatening <br />situations to the occupants, four firefighters will be required at the scene of a <br />structure fire before any two may enter. <br />NATIONAL RRE PROTECTION SFANDARD 1720 <br />NFPA Standard 1720 is concerned with both the number of personnel who <br />respond to an incident and the time it takes to respond to an incident. This standard <br />is applicable to predominately volunteer fire departments. Exhibit 15 displays the <br />performance standards for volunteer departments. NFPA Standard 1720 states that <br />the fire department should identify the minimum staffing required to ensure that <br />sufficient numbers of personnel are available to allow safe operations at an <br />emergency scene.
