ATTACHMENT 6 100 <br />EMERGENCY SERVICES <br />RESPONSE TO FIRE CHIEFS ASSOCIATION LETTER <br />Strained relationships between county agencies and -fire and rescue <br />agencies <br />• Efforts to communicate through emaiis and staff interaction - <br />continuer but have- rrot been as successful as we hoped. <br />• Orange County Emergency Services (OCES) will continue to <br />communicate and work with agencies and leadership to address <br />issues and-needs. <br />• Sudden -and unexpected reversal -or denial of documented comments. <br />o A-few decisions -have had to be. reversed due to situation outside <br />our control, but-on the whole-decisions are made and remain based <br />on the best for the entire system such as radio frequency allocation, <br />and Emergency Medical Services (EMS) training. <br />Elimination of management positions due to budget restrictions. ( "A <br />dedicated Fire - Marshall to work directly with all the fire departments. ") <br />o The Assistant Fire Marshal- continues to deal with fire <br />prevention /inspection services throughout unincorporated Orange <br />County. <br />• Firefighter and EMS training coordination and assistance remains <br />the focus of Staff Officers Elizabeth Gregory and David Siifen. <br />• Radio Support continues by Craig Blackwood and -Dinah Jeffries. <br />• Radio equipment has been loaned to fire departments in need. <br />• State -of- the -Art hemorrhage control supplies - ($3000) given to Fire <br />Departments (FD). <br />• EMS supplies still transferred to FDs following patient care calls. <br />o Offered to assist Cedar Grove FD with - Internet access. <br />Calf processing delays. <br />• Delays have been documented; but improving. <br />• To ensure continued- improvements, a system wide dispatch <br />system must be maintained with FD input regarding: closest unit <br />response for all calls and consistent emergency unit levels <br />dispatched. <br />• Current CAD system is 10" -15 years old, a newer platform is being <br />considered with a price tag of $1.3M <br />• MobileTrak and MapTrak are being implemented as a pilot with all <br />EMS units and 2 -3 other agencies. <br />o In FY 2011 -12 four telecommunicators have been approved, two <br />have been hired and two will be hired in January 2012 <br />o Orange County dispatches for all Emergency Services <br />
