7. Parties to the Memorandum of Understanding: The Department of Homeland <br />Security and Orange County <br />a. Services: On June 23, 2011 the Governor signed into law a bill that requires <br />cities, counties, and business with more than 25 employees to use the federal E- <br />Verify system for all new employees. The County is required to begin using the E- <br />Verify on October 1, 2011. This MOU allows Orange County to participate in the <br />Employment Eligibility Verification Program (E-Verify). E-Verify electronically <br />confirms all newly hired employees' eligibility to work in the United States after <br />completion of the Employment Eligibility Verification Form (Form I-9). The Social <br />Security Administration and the Department of Homeland Security will provide the <br />resources necessary for the County to participate in the E-Verify program. <br />b. Amount: None. <br />8. Parties to the Agreement: The Town of Carrboro ("Carrboro") and Orange County <br />(Department on Aging) <br />a. Services: The Department on Aging through the RSVP 55+ Volunteer Program <br />will provide contract support of the Volunteer Income Tax Assistance (VITA) and <br />Senior Education Corp. <br />b. Amount: Carrboro has approved an appropriation of $1,400 for these services for <br />fiscal year 2011-12. <br />9. Parties to the Agreement: The United States Department of Agriculture Animal and <br />Plant Health Inspection Service (the "USDA APHIS") and Orange County <br />(Environment, Agriculture, Parks and Recreation) <br />a. Services: A wildlife specialist from the USDA APHIS will trap and remove <br />beavers from the County's Blackwood Farm. Several months after the removal of <br />the beavers, the wildlife specialist will return to inspect the site and provide further <br />consultation as needed. <br />b. Amount: The cost of services is $630, which will come from DEAPR contractual <br />funds budgeted for FY 2011-12. <br />10. Parties to the Memorandum of Understanding Renewal: The State of North <br />Carolina, Department of Environment and Natural Resources and Alamance, <br />Guildford, Chatham, Rockingham, and Orange counties (Environment, Agriculture, <br />Parks and Recreation), the City of Greensboro, the Town of Haw River, the Town of <br />Pittsboro, and the Town of Swepsonville. <br />a. Services: In March 2006, Orange County entered into a memorandum of <br />understanding ("MOU") with the State of North Carolina and 11 local governments <br />to plan for a Haw River Trail Corridor. The renewal term of the MOU is for 2011- <br />21 and can be terminated at any time with 60 days notice. <br />i. Note: Only one public access facility is being considered for the 2.5-mile <br />segment of the Haw River that borders Orange County. The Haw River <br />Trail Coordinator (based in Alamance County) has developed detailed <br />plans for acanoe/kayak access facility on NCDOT property adjacent to Old <br />
