�G <br /> MEMORANDUM OF AGREEMENT <br /> Between <br /> COUNTY OF ORANGE, NORTH CAROLINA <br /> And <br /> STATE OF NORTH CAROLINA <br /> CENTER FOR GEOGRAPHIC INFORMATION AND ANALYSIS (CGIA) <br /> To <br /> ENABLE AND ADVANCE THE SHARING OF STRATEGIC GEOSPATIAL DATA <br /> RESOURCES AND ASSOCIATED DOCUMENTATION BETWEEN THE AGENCIES <br /> AND AMONG THEIR DATA USERS <br /> WHEREAS, geospatial base map and other strategic thematic data about North Carolina are currently <br /> produced and maintained by numerous state, federal and local government organizations; and <br /> WHEREAS, representatives of local, regional, and statewide public programs and private citizens now <br /> expect up-to-date and accurate geospatial information to be readily available; and <br /> WHEREAS, geographic information system software tools and maps on the Internet are increasingly vital <br /> to public and private business processes; and <br /> WHEREAS, numerous business processes require the integration of geospatial data from disparate sources <br /> to support display and analysis using the Internet and GIS, and include but are not limited to examples such <br /> as, tax mapping, flood insurance rate mapping, census mapping, hazard mitigation, highway design, open <br /> space/farm preservation, and water quality protection, among others; and <br /> WHEREAS, data sharing among primary data sources is recognized as the key to the success and <br /> efficiency of many business applications that require geospatial data; and <br /> WHEREAS, primary government data sources of geospatial data in North Carolina are municipalities, <br /> counties,lead regional organizations, state and federal agencies; and <br /> WHEREAS, user demand for access and regional integration of base map and thematic data is expected to <br /> increase and thus will further challenge government organizations to develop effective policies and <br /> technical methods to efficiently share geospatial data and associated documentation; and <br /> WHEREAS, the "Strategic Plan for Geographic Information Coordination for North Carolina," adopted in <br /> 1994 by the Geographic Information Coordinating Council, calls for the development of a statewide <br /> corporate geographic database that includes geospatial data that are produced, distributed, used, and <br /> maintained by local,regional, state, and federal agencies and other organizations in the state; and <br /> WHEREAS, the statewide corporate geographic database has been implemented through numerous <br /> partnerships and is administered in the public domain by CGIA; and <br />
