d. Affirmation of Process for Resolving the Disposition of the Greene Tract <br />The Board considered adopting a resolution affirming the general process by which <br />Orange County and the Towns of Carrboro and Chapel Hill will resolve the disposition of the <br />remaining 109 acres of the Greene Tract. <br />John Link said that this item was discussed at the April 25t" work session and that there <br />were specific recommendations that have been addressed in this latest draft. The recommendations <br />include that the work group should be limited to two elected officials from each of the three governing <br />boards and that there would be a more definitive decision by the Board as to what would be included <br />as the general uses. <br />Commissioner Gordon made reference to the magnitude of the process and said that it <br />would probably be October-December before the completion of the work group. <br />Commissioner Brown would like to add to the "Now, Therefore" statement as follows: "The <br />consideration of the uses are to be based on environmental and historical assessment reports." She <br />made reference to page 12 and said that these were the last agreements that we had with all the <br />jurisdictions with regard to environmental and historical issues. <br />Commissioner Brown would also not like to be pinned dawn to just affordable housing, <br />school sites, and non-solid waste public purposes. She would like to consider these uses, but not be <br />limited to them. <br />Commissioner Jacobs agreed that the resolution should be as non-binding as possible in <br />regards to the consideration of uses within the Greene Tract. <br />Commissioner Carey feels we should leave affordable housing as one of the possible uses <br />in the resolution. He does not feel that everyone considers affordable housing as a public purpose. <br />Also, open space is an appropriate use for this property. He agrees with keeping the tight schedule <br />so that this issue gets resolved in a timely manner. <br />Commissioner Gordon agreed with the issue of the environmental and historical <br />assessment reports. She feels that the uses as identified should remain in the resolution. She does <br />not have a problem with the target dates as long as there is some flexibility. She feels we should <br />include in our transmittal the letter on page 11 along with the three maps and to also include the text <br />of "The Agreement to Amend the Agreement" and the reimbursement amount. <br />A motion was made by Commissioner Brown, seconded by Commissioner Jacobs to <br />approve and authorize the Chair to sign the resolution as stated below, including the statement, "Now, <br />therefore, the Orange County Board of Commissioners does hereby affirm the consideration of the <br />Greene Tract for open space, affordable housing, school sites, and non-solid waste public purposes. <br />Also, the top bullet should say, "Consideration of the uses to be based on the environmental and <br />historical assessment reports." Also, the transmittal will include the letter on page 11, the maps, The <br />Agreement to Amend the Agreement (pp. 5-8), and the reimbursement amount on page 10. <br />A RESOLUTION AFFIRMING A PROCESS FOR RESOLVING THE DISPOSITION <br />OF THE REMAINING 109 ACRES OF THE GREENE TRACT <br />WHEREAS, Orange County and the Towns of Carrboro and Chapel Hill acquired the 169-acre <br />property known as the Greene Tract in 1984 as an asset of the joint solid waste management system; <br />and <br />WHEREAS, title to 60 acres of this property was deeded exclusively to Orange County in 2000 under <br />provisions of the 1999 interlocal "Agreement for Solid Waste Management;" and <br />WHEREAS, under the same interlocal agreement the County and Towns agreed to bargain in good <br />faith during the two-year period following the effective date of the agreement to determine the ultimate <br />use or disposition of the remaining 109 acres of the Greene Tract; and <br />
