up - specifically dealing with the occupancy of the structure, access management issues, the <br /> cadence of permit review/approval, specifically securing the necessary Building and Health <br /> Department permits, as well as the necessary inspections from the Orange County Fire <br /> Marshall regarding occupancy. <br /> We also are going to be requesting notification from the State concerning the <br /> accreditation of the program for being compliant with State guidelines. The applicant will be <br /> responding to these recommended conditions at an appropriate time at a future meeting. <br /> For this evening, what you are being asked to do, as noted in our Recommendations <br /> section, is: <br /> 1. Receive the application, <br /> 2. Conduct the Public Hearing, <br /> 3. Receive any and all comments on the proposal <br /> 4. Refer the amendment package to the Planning Board for its recommendation <br /> with a request that a recommendation be returned in time for the August 23, 2011 regular <br /> BOCC meeting, and <br /> 5. Adjourn the public hearing to August 23, 2011 in order to receive the Planning <br /> Board recommendation. <br /> I will be more than happy to answer any questions you have and the applicant is here <br /> this evening and will be addressing the Board as well. <br /> Larry Wright: The Chair would like to ask anybody that is sworn in to come up and <br /> speak from the public. <br /> Michael Neal: Good evening, I'm Michael Neal, and I have been sworn. I represent the <br /> applicant and I think Mr. Harvey did a thorough job of presenting the project, so I won't belabor it <br /> anymore. I'm here to answer any questions that you may have. With that, I'll set aside. <br /> Jack Niklas: I've been sworn in. We live at 2215 Running Pine, which is right in the <br /> backyard of the church, presently. I speak to some concerns that we have with the addition of <br /> the school. <br /> Concern #1 is that the school is required to relocate and he is concerned why was this <br /> school required to relocate. Were there concerns in the neighborhood that we should be <br /> addressing at this hearing? <br /> I'm concerned about the septic. It is a residential area and a house built in a residential <br /> neighborhood and it falls under different guidelines. That kind of information would be <br /> environmentally useful being in an adjacent property. <br /> With the daytime school running five days a week, the church already has increased <br /> their activities throughout the week from just having Sunday service to having Saturday events, <br /> weekday events, and this now will push their activities over and creates a seven-day busy <br /> activity schedule for folks at the church and the school. As we have a view of the parking lot, <br /> they've had to modify the parking lot to adjust to the traffic increase and they are packed. <br /> Those are concerns of ours. <br /> Because the school does not have a kitchen, they are going to have lunches provided by <br /> the students. That is fine. There will be additional and unusual trash storage and I'm <br /> concerned about what provisions will be made for the storage and also the pickup. <br /> It was mentioned about recess and outdoor activities for the school and that they do <br /> have a fenced-in playground. I'm concerned about the definition of a recess and outdoor <br /> activities, specifically outdoor activities. Does that mean when it's a nice day that the kids will <br /> be outdoors all day? Those are my concerns at this time. <br />
