Proclamation Honorinq Dr. Rosemary Summers <br /> The Board considered approving a proclamation proposed by the Orange County <br /> Board of Health honoring Dr. Rosemary Summers as she concludes service as Orange County <br /> Health Director and proclaiming June 1, 2011 as "Rosemary Summers Day" in Orange County <br /> and authorizing the Chair to sign. <br /> Chris Harlan, member of the Board of Health, read the proclamation. She also read <br /> some comments about Rosemary Summers. <br /> A motion was made by Commissioner Yuhasz, seconded by Commissioner Jacobs to <br /> approve the proclamation proposed by the Orange County Board of Health honoring Dr. <br /> Rosemary Summers as she concludes service as Orange County Health Director and <br /> proclaiming June 1, 2011 as "Rosemary Summers Day" in Orange County and authorize the <br /> Chair to sign. <br /> VOTE: UNANIMOUS <br /> Rosemary Summers said that it had been her privilege to be the Health Director for <br /> Orange County and she thanked the Board of County Commissioners, the Board of Health, <br /> and her staff who have taught her well. She said that Orange County is blessed with people <br /> that are experts in public health. <br /> PROCLAMATION HONORING DR. ROSEMARY SUMMERS <br /> WHEREAS, Dr. Rosemary Summers has admirably served the Orange County Health <br /> Department as Health Director for thirteen years and prior to that as Interim <br /> Health Director; and <br /> WHEREAS, Dr. Summers's dedication and commitment to the health of Orange County was <br /> recognized by the awarding of Outstanding Health Director of the Year from the <br /> NC Association of County Commissioners and the Health Director of the Year <br /> from the NC Association of Local Health Directors in 2003; and <br /> WHEREAS, Dr. Summers has protected the health of the community through control of <br /> communicable diseases such as Norovirus, Hepatitis A, Rubella, Pertussis, <br /> H1N1 Influenza and SARS, and through enactment of environmental protection <br /> rules such as Smoking Control Rules and Well Rules; and <br /> WHEREAS, during Dr. Rosemary Summers's tenure, she led the Orange County Health <br /> Department in becoming an accredited health department (2008-2012), <br /> managed multi-site health and dental clinics, and oversaw two renovations of <br /> the Whitted Human Services Building; and <br /> WHEREAS, Dr. Summers built strong partnerships with universities, health providers, <br /> independent agencies, and individuals to improve the health and safety of the <br /> county using innovative approaches; and <br />
