10. County Manaqer's Report
Frank Clifton said that there might be a closed session requested regarding an EDD
and he wanted the Board to be aware of this.
Commissioner Hemminger left at 10:43 PM.
11. County Attorney's Report
NONE
12. Appointments
NONE
13. Board Comments
Commissioner McKee — none
Commissioner Yuhasz— none
Commissioner Jacobs made reference to the County phone and the 732-8181
recording. He said that he spoke with the person whose voice is on the recording and said
that it is not organized in a way where it is self-apparent to a citizen, but organized based on
which departments get the most phone calls. For example, he was calling DEAPR (
Department of Environment, Agriculture, Parks and Recreation) and had to go through five
rounds of seven numbers to get to it. It seems like something alphabetical would be easier.
Commissioner Jacobs said that there was a comment earlier about meeting with people
to discuss the Rogers Road issues in a work session and having a discussion. He said that
after the work session the other day with the fire departments, he felt that they had missed an
opportunity to do what they had talked about with Rogers Road, which was setting up the
opportunity and not inviting them to speak. He asked that they talk about making better use of
work sessions when they have engaged some other specific, discrete segment of the
community so that they can participate.
Commissioner Foushee — none.
Commissioner Gordon — none.
Chair Pelissier made reference to the letter from the Housing Human Rights and
Community Development from Bryant Colson asking for the County to be a liaison for an effort
to implement a model immigration/integration practice. Someone has to be available to meet
before the end of June.
Commissioner Foushee volunteered and then Commissioner Jacobs said that he would
do it if Commissioner Foushee could not.
Chair Pelissier made reference to a proposed %2 cent sales tax referendum for transit.
She said that it was not until recently that Durham County was interested in putting a quarter-
cent and a half-cent sales tax on the ballot for the fall. She has asked that after the public
hearing on Thursday that there will be a time to have a more in-depth presentation to discuss
the actual plan and what should be considered related to putting the sales tax on the ballot for
this fall.
Craig Benedict went through the attachments regarding Triangle Transit's plan.
Commissioner Jacobs asked if the Board was going to do a straw poll to see if they
want to proceed in this compressed timeframe.
Chair Pelissier said yes that they could, but they need to remember that they still need
to look at what has been worked on with the plan so far.
Commissioner Gordon said that one of the key issues is the proposed cost-sharing
agreement. Before there is a decision, she would like the staff to weigh in on the pros and
cons of a proposed cost sharing agreement between Orange County and Durham County.
