The Board considered a revision to the Resolution of Approval dated December 11, <br /> 20111 for the Fox Hill Farm Central Preliminary Plat to address on-site environmental <br /> remediation issues. <br /> Commissioner Yuhasz asked that he be excused from deliberations or voting because <br /> he has had involvement with the applicant. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br /> to excuse Commissioner Yuhasz. <br /> VOTE: ALL (6) Commissioner Yuhasz excused <br /> Planning Director Craig Benedict made reference to the resolution on page 3, <br /> Attachment 1, and said that, after review of section f-4, there was something that was double <br /> counted. The 2.29-acre area that is mentioned should be 1.67 acres. There are two places <br /> that this is mentioned in this section. He asked the Board to amend this to the proper <br /> numbers. <br /> A motion was made by Commissioner Foushee, seconded by Commissioner <br /> Hemminger to approve the reduction of Lot 167 of Fox Hill Farm Central, Phase 4 from 4.80 <br /> acres to 4.18 acres; approve the "Revision to the Resolution of Approval", which is <br /> incorporated by reference, in order to address on-site environmental remediation issues; and <br /> to approve the amendment as stated above by Craig Benedict. <br /> VOTE: ALL (Commissioner Yuhasz excused) <br /> u. OPC Area Proqram — Partnership Proposed with Piedmont Behavioral <br /> Health LME (Medicaid Waiver Expansion) <br /> The Board considered authorizing the Orange-Person-Chatham Local Management <br /> Entity to undertake formal merger and negotiation with Piedmont Behavioral Health according <br /> to State policies and statutes regarding 1915 (b) (c) Medicaid waiver expansion. <br /> Commissioner Jacobs said that he pulled this because he did not think it belonged on <br /> the consent agenda. This is a major change in how OPC is going to be configured. He did not <br /> want to let the opportunity go by without a comment. He thanked the members of the OPC <br /> Board, staff, and past and present County Commissioners that have worked on this. He also <br /> thanked Representative Insko, who tried to improve the State's mental health system. Instead, <br /> there has been a disaster that has gotten worse over time because it reduced services to the <br /> people that it was supposed to serve. He said that this is not necessarily something that <br /> Orange County would have chosen had it had an alternative. This is the best alternative in a <br /> bad situation. He wants to be clear that the Orange County Commissioners have not been <br /> supportive of what has happened to the mental health system. <br /> A motion was made by Commissioner McKee, seconded by Commissioner Hemminger <br /> to approve authorizing the Orange-Person-Chatham Local Management Entity to undertake <br /> formal merger and negotiation with Piedmont Behavioral Health according to State policies and <br /> statutes regarding 1915 (b) (c) Medicaid waiver expansion. <br /> VOTE: UNANIMOUS <br /> 7. Public Hearinqs <br /> a. Unified Development Ordinance (UDO) Text Amendment Petition <br /> The Board received the Planning Board recommendations on a text amendment <br /> petition submitted by Mr. Ben Lloyd amending the Table of Permitted Uses to allow the Motor <br /> Vehicle Sales & Rental (New and Used) use category within the Neighborhood Commercial <br /> (NC-2) general use zoning district as a permitted use. <br />
