This, the third day of April 2001. <br />VOTE: UNANIMOUS <br />i. Resolution of Appreciation to Senator Ellie Kinnaird for Her Sponsorship of the <br />SpaylNeuter Bill <br />The Board considered a resolution of appreciation for Senator Ellie Kinnaird for her <br />sponsorship of the spay/neuter bill. <br />Commissioner Carey made this presentation. He invited a representative from the Orange <br />County APS to join Senator Kinnaird. <br />Senator Kinnaird said that several people came to her and expressed concern about the <br />shelters that have to take in so many unwanted animals and destroy most of them. The spay/neuter bill <br />will be designed for low-income people. There will be some mobile units going out into areas that are not <br />served or that cannot afford to spay ar neuter their animals. This program is exclusively for low-income <br />families. <br />A motion was made by Commissioner Carey, seconded by Commissioner Gordan to approve <br />and authorize the Chair to sign the resolution as stated below: <br />RESOLUTION OF APPRECIATION <br />TO SENATOR ELLIE KINNAIRD <br />FOR HER SPONSORSHIP OF THE <br />SPAYINEUTER BILL <br />WHEREAS, Senator Ellie Kinnaird has been a tireless and vocal advocate for the Citizens of Orange <br />County through her service as a North Carolina Senator; and, <br />WHEREAS, Senator Kinnaird served the citizens of Orange County as Mayor of the Town of Carrboro <br />from 1987 to 1995; and, <br />WHEREAS, in 1995, the citizens of Orange, Chatham, Lee, Moore and Randolph counties elected Ellie <br />Kinnaird to be their representative in the North Carolina Senate; and, <br />WHEREAS, Senator Kinnaird has served the citizens of Orange County and North Carolina as an <br />attorney for N.C. Prisoner Legal Services, Inc., and has helped enrich the community <br />through her service to the Chapel of the Cross Social Ministries, Summit House Board of <br />Governors, Partnership for Children and the Day Care Services Association; and, <br />WHEREAS, each year, thousands of unwanted pets become stray or nuisance animals, or are put to <br />death in animal shelters across the state; and, <br />WHEREAS, Senator Kinnaird introduced, sponsored and facilitated the approval of Senate Bill 1184, <br />which creates a fund to assist pet owners with spaying and neutering their pets, and <br />establishes a statewide program to educate pet owners on the benefits of spaying and <br />neutering their pets. <br />NOW, THEREFORE, be it resolved that the Orange County Board of Commissioners expresses its <br />sincere appreciation and gratitude to Senator Ellie Kinniard far her work on behalf of the <br />citizens of Orange County and the entire state of North Carolina as their Senator and for her <br />unyielding dedication to the pets and pet owners of our state through her sponsorship and <br />support of the low-cost Spay/Neuter Bill. <br />This, the third day of April 2001. <br />VOTE: UNANIMOUS <br />
